I have the same question. Also, can anyone shed light on the 96-hour transit rule whereby one -- who otherwise would -- doesn't need a visa?
The government website (

Nationals of the Commonwealth of Independent States (CIS), Georgia, Turkmenistan and Ukraine
If you are in transit to or from any third country, you may be eligible for the 96-hour VFTF if you have a valid onward air ticket departing within 96 hours. You may enter Singapore by any mode of transport but must depart Singapore by air.
You "may" be eligible. I realize that they moderate the language because of course they could deny entry, but are there any other qualifications? I see that some visa-free transit circumstances are limited to certain airlines or destinations, etc., but the web site is frustratingly non-informative on whether there are any other conditions. Of course we don't want to be denied boarding.
Timatic (at least the link on the Skyteam site) doesn't mention the 96-hour transit visa and the Emirates site says, "There are no specific visa and passport requirements for the transit country." All the FlyerTalk threads on the 96-hour visa seem to be years old.
