So you'd be paying for a US service contract which may not be useful to those who don't spend time in the US and they usually pay it in monthly credits over many months to keep you on the carrier.

Although it's a dated promotion, they often reappear in the same or similar form over time, so I included it in response to the idea that someone could buy a new phone in Japan and use this kind of promotion to pay it off. Obviously, they cannot since they'll need to have bought a phone from a U.S. carrier that they are paying off as indicated by the quote I included, "
we’ll pay off what they owe the Carriers for their smartphone up to $1,000."
