Perhaps so in the case of bocastephen, but you'll note that I was responding to the comments of two different people, one of whom said "T-Mobile mentioned something about giving me $1,000 credit for a new phone?"

Although it's a dated promotion, they often reappear in the same or similar form over time, so I included it in response to the idea that someone could buy a new phone in Japan and use this kind of promotion to pay it off. Obviously, they cannot since they'll need to have bought a phone from a U.S. carrier that they are paying off as indicated by the quote I included, "we’ll pay off what they owe the Carriers for their smartphone up to $1,000."
