a friend wants to get the sub but currently has SW CCs. if he were to cancel today how soon would be reasonable to apply for a new card

will chase let you apply for a higher tier card like premier or plus while holding a lower one?

is cancelling a priority card and soon after applying for a higher tier card the way?

these articles contradict each other (one is from 2018 of course)
