Roscoe's in LA has a 3% surcharge now. They're actually pretty good, too, which is unfortunate. Might need to find another breakfast place to go to whenever I'm up there.

EDIT: I only found out about the surcharge after I tapped, so it's probably worth a complaint to Visa.
