This is what I have heard as well and why I am a leaning towards Vietnam a little. I am also not a massive fan of having to argue/negotiate over basics all the time.
As for Danang my only concern for that time of year Dec/Jan is the weather. That said, the litter issue in Phu Q is a major concern as I know my partner loves the sea and is incredibly OCD when it comes to litter and cleanliness. So, it will be an ongoing discussion as to where we actually stay owing to the amount of options in the region for a resort stay.

We’re quite happy to use pool rather than beach and from what I can gather the southern beaches/islands of Cambodia and Vietnam all have trash issues. Only beaches we’ve visited so far were Halong Bay. You would not want to go in the sea there as you would come out covered in oily brown slime! We’re about to head south so will see how things are there shortly.
Yes, the beaches in the south, and even in the north, are not very clean. The beaches in central Vietnam (NhaTrang + surounding areas, and Danang) are much nicer.
