1 hour before your flight? You will be picked-up by the TK shuttle bus around 4 hours before the departure time of your onward flight. This is non-negotiable.
It will not take 3½ hours before your get to the hotel. Usually you arrive at the hotel around 2 hours after landing.
But with only a 9h connection at IST a TK transit hotel is hardly worth it, as you will have 3 hours at the hotel at best.
