Messaged the hotel to find out their Airport Shuttle fee. They replied that transfer from hotel to airport for 50 TND (about £13). I assume it would also be the same from the airport to the hotel. Does that fee seem reasonable? I think it will save some hassle for a 23:30 TUN arrival and avoid needing any TND cash (pay for it at the hotel reception with a credit card).
It's fine, if it works smoothly. Sure, it's a tad more expensive than the regulated, metered fare "should" be, but for taxis you'd be on their night-rate which is around 50% higher than the day-time rate. And you're maybe paying a small premium for convenience, getting rid of the potential hassle to get close to the "perfect" fare, and avoiding exchanging cash.
Summary: at the end of the day it's only £10-ish to get you to the hotel fuss-free, in ten minutes and in reasonable comfort.
As for the return to the airport, it should be easier with a local taxi (hailed, taxi-rank or called by reception), or try Bolt. Bolt works well within Tunis, but you need to download the app, and be prepared to pay cash.
So taxis and Bolt will need cash. I've no idea if the hotel might advance you TND through your bill: if not you'd need to exchange some or use an ATM, which would likely leave you with an excess of dinar: the alternative is to ask the driver (Bolt or taxi) to accept cash, but the exchange rate will be unfriendly.
As I remember, the Bolt fare to the airport was something under TND15, so a EUR5 note should cover it - IF the driver agrees.
OK, I fired up my Bolt app for you:
