That has not been my experience -- if you purchased a revenue business class fare they will open up space for your companion provided that J > 2 after they open space (it might be higher now I haven't kept up). I just did it yesterday for a return flight for my wife on the 22nd.
The big change was that this "Exception" is only allowed one way now -- it used to be round trip...
I don't do this often but I have run into agents who are confused. I specifically booked flights once where saver award inventory was available on the outbound and asked for the space to be opened on the return. The first agent I spoke with said the computer had already made an exception on the outbound so she could not do it on the return. I called a second time and that agent read the first agent's notes and said that is just not correct and took care of it.
