In that situation I wonder how the hand-baggage only passenger fares? I guess it's ditch the offending weight, try wearing it or carrying it in your pocket ...... or make a trip to the handy concourse suitcase shop.
If the check in agents are encouraging you to balance stuff between your two allowances then they are doing you a favour really to avoid an extra charge when they know they have been told to charge for excesses.

Thankfully QR are not Ryanair etc where we may all have probably at some time had bags open on the check in hall floor, and this is unusual. Most likely driven by some performance or limitation issue behind the scenes that we shall never know about
