Yes, but the OP was exercised by the need to transfer his trivial excess from hand-baggage to checked-baggage. It's unclear if he was then over the limit for hold bags and got billed for the excess,

In that situation I wonder how the hand-baggage only passenger fares? I guess it's ditch the offending weight, try wearing it or carrying it in your pocket ...... or make a trip to the handy concourse suitcase shop.
