Enforced cabin baggage weight limits out of LAX

Had a weird check-in experience today in Y. Counter agents insisted every passenger place their purse/laptop bag, and any carry-on on the scale and capped the total weight of all these items at 15 pounds. Anything over needed to be transferred to checked baggage, and if that was at capacity, then extra baggage fees needed to be paid. I saw half of all passengers getting slapped with fees. Sure, technically QR told us all that we had a limit of 15 pounds per passenger, but this is so rarely enforced and roller carry-ons themselves weigh around 8 pounds at baseline. Seems like a money grab at this point.
I'm not sure if weight limits were enforced at LAX due to high passenger counts, but I did find it ridiculous to see check-in agents insisting 2 pounds extra due to my laptop needed to be accounted for in my baggage allowance. Barcode tags are printed for each cabin bag as well, with the threat of untagged bags resulting in a $200+ fee at the gate. This nickel-and-diming seems very off target for the luxury Qatar is trying to convey with its brand--Spirit Airlines doesn't even weigh my carry-on and personal item!
