Another data point -- the 5% off $100 VISA from gc.com that I bought for $96 after discounts did track on the portal and I got 95 (not 96 for some reason) miles/LP for it. Claw back still a possibility of course, but for now it appears that they are awarding the miles for those. Got confirmation within hours, it showed as pending in the portal the next morning, and I got the email saying the miles were being posted later in the day.

On a slightly unrelated front, I made a Walgreens purchase of around $150 to get the 4 miles/$$ today. Tried to pay for it using one of the $250 VISA's from gc.com (the ones from the back of the site that do work on Apple Pay). The Walgreens site wouldn't take them. I tried two different ones and neither worked. I've had that happen at other merchants on occasion, it can be very hit and miss unfortunately.
