A bit dramatic are we? As you had pointed out, yours was an unusual circumstance with first downgrade with miles difference already refunded, followed by a cancellation of the downgraded flight.
I’ve personally cancelled some awards twice, one SQ award and another *A partner award - albeit straightforward cancellations - and didn’t have the same issue. Points were credited back almost instantly and cash refunded less than a week later.
