I think it means that you can't cancel and get a voucher for £2200, buy a flight with that for £400, and then get the £1800 as a refund because that would circumvent the original cancellation penalty. But you would still have the £1800 balance available for a third booking.
Refunds of vouchers incur the full penalties of the original ticket, and as tickets bought with vouchers can not be refunded as another voucher, it appears this applies to any remaining balance vouchers too once the £400 flight was cancelled, them being linked to the original fare rules and all.
Had the OP used the remaining balance on another booking before cancelling the £400 flight they might have got away with it... (someone may post with different experience)
