Not necessarily. I have been on flights where group 6 onwards were checking, some where group 8 on were made to check and some where group 4 onwards had to check. If you end up with an elite heavy flight, you are not guaranteed overhead space.

The best option is to ensure that your bag fits under the seat. I always check my suitcases and then my important stuff goes under my seat and away from being squished. There is not a set number of basic vs regular seats sold; there may be an internal number, but that's not ever going to be shared.

You have 24 hours to cancel your flight for a refund. After that, you either fly BE or lose the money. Regular economy cancellation results in a trip credit.

Only you can make the calculus on which one makes sense. I book BE on flights that I know I will take.
