The preordering for Business class ex FRA/MUC was piloted on Swiss and rolled out on OS&LH a few months ago. It only workd on longhaul ex hubs, so its not adverstised in a big way. The mechanism to book it is done via the special meal codes so they use the duty free preordering to assign it to your reservation. Couldn't test it so far because my upgrades into C only cleared late.
