Its fairly sharp practice as you point out, and because the charges aren’t itemised, they presumably could say with a straight face that the alignment with UK charges is unrelated to APD. Although in that case the logical consequence of the charges being identical is one of:
1. BA are absorbing the APD charge themselves for UK bookings (LOL)
2. they are reflecting additional costs of ex-DUB bookings which coincidentally sum around about what the APD levy is for UK bookings
3. Because they see is as an easy, non-transparent way to increase revenue and disincentivise non-UK start points for reward flights now that AMEX vouchers don’t need be be ex-UK
