Hi,

There is no arrival lounge at SIN.

However after you leave the airplane , you are put in the departures area (as security is done at the gate) where the lounges are . theoretically it is possible to visit the BA lounge prior to going to immigration. However the BA lounge is not a designated arrival lounge so it is very probable they will deny you entry as you are not a departing pax.
