Plus your final destination may not be the initial airport. For example, I wouldn't necessarily fly into MDT if DCA was my destination, but I regularly visit a location that's equidistant between DCA, IAD, and MDT - so if my flight to DCA irroped, MDT would work. Now SBY would definitely not (for me).
