Assuming that both the outbound and return legs have the same language, there is no fee. The relevant text is "CHANGES PERMITTED." If there were a fee, instead of CHANGES PERMITTED, you'd see the fee listed here.

Nonsense. There's no reason to spend more money -- sometimes a lot more money -- unless you need the ability to get a refund as opposed to a travel credit.
