Not explicit but I dont think so. The text of the T&Cs of mileage upgrade awards likely predate the existence of flight credits.

Another strategy (if viable) could be to change instead of cancel. I think even if you go back on the waitlist, there is no fee to change. I suppose if it doesn't clear on the new flight, you dont get the co-pay back.
