Bonvoy platinum and titanium membership never has promised upgrades to suites in its terms and conditions.
As a Lifetime Titanium, I've been upgraded to a suite without an SNA on my last five stays outside the US. One of them was the hotel's largest suite other than its Presidential Suite.
