It turns out that GS members are not eligible for this promotion, only Gold, Platinum and 1K.

United MileagePlus Premier Gold, Premier Platinum and Premier 1K members who have not enrolled in the Preferred Partnership Program, are eligible to register at united.com/MarriottBonvoy and become eligible for the promotion.
