This question is probably over a decade too late but, does Delta currently offer an one-time account/mileage transfer to Flying Blue fornon-U.S. residents? Certainly was available for NW Worldperks to KLM Flying Dutchman, and possibly old SkyMiles to AF Frequence Plus if not Flying Blue too.
