So I checked with my buddy, he said the room with the noise was room 2521. He claimed the noise eminates from the machinery room that runs the elevators (not from outside nor the A/C units). The machinery room is also across from the temporary gym they set up on the 24th floor (so you can walk by and check out the noise for yourself). He claimed the entire 25th floor has the noise but obviously louder the closer you are (or above) the 24th fl machinery room (again, just walk the 25th floor to hear it yourself).

So - seems (to me) like one wants to be given a room away from 23/24/25th floors and all should be ok. None of this is from personal experience so ymmv
