Depends on which airport and your situation. We flew into HND with just carry on luggage and landed at 4pm. Took the monorail and switched to the Yamanote line then walked. Super easy. You could also take the Keikyū line then walk. Either should be about 30 minutes. With more luggage a limousine bus might make sense. Different story if you are flying into NRT.
