Carnival Cruise WiFi Questions

Wife and Daughter are taking a Cruise, that daughter "won"
They/we are trying to figure out the WiFi situation

their website shows

Odd it says per person

Digging into a deeper
You have to purchase a package for the entire cruise- can't quite figure out if a day pass only is available or not
You save some coin if you purchase a plan before departure

Questions:
It's interesting that pricing is PER PERSON- So both people in a cabin have to purchase a plan?
I've seen elsewhere that maybe it should read per device. Which it is? per person or per device

I've also read (not on Carnical.com) that if it's per device, only one device at time can be connected, so if logged in on daughter's phone and wife needs laptop, daughter gets booted. This makes sense, can any please confirm.

Anyway to use a wireless router/hotspot as only connection and multiple devices can hit that?
I'm guessing not, since access from a device has to go to a web log-in page first

They both use an MVNO so no international roaming when in port
Maybe some ports have WiFi hotspots for free
