I can't speak for the US, but up here, credit cards are often sent the month before the expiry.month. And you can activate it as soon as you receive it (so for example, your card expires end of November, we would get the replacement sometime in October). Haven't tried activating one outside of Canada (I defer to the others for that). Usually activation for us is to insert the card into a reader and punch in your pin number. Seeing as doing that overseas is a big red flag security-wise, I doubt it would be permitted. Best to activate it if you receive it in the US and as soon as you get it.
