There is a written policy on this. If you have a Blue ticket and they bulk out, your bag will be checked to your final destination and you will receive a Travel Bank voucher (how much? I don't recall).

If you have electronics you will be asked to remove them. Maybe they will try to get someone else to check a bag so yours can come on. Maybe they will give you the option to take the next flight. It depends on the gate agent or flight attendant, but this is a federal regulation so it must be followed. I am being slightly facetious here and I hope that comes through.
