I think when the shortage is resolved (if ever...) you'll see it loosen up, but until then lots of weirdness, not just Hertz... My mother had a PREPAID Hertz reservation at FAT (~4 days, return to FAT) completely dishonored over the weekend -- not "we don't have what you rented" but "we don't have anything, bye now, get lost" and she wound up having to find her own replacement rental elsewhere (I think Enterprise) and fight Hertz for a refund (reminder: still need to send her the Seinfeld clip about reservations) while some cousins initially had a National FAT-CID/RAP (IIRC) SUV one-way that I guess they got a heads up that National wasn't going to have anything in time a few days in advance so they booked a SUV at an Enterprise off-airport location... Enterprise told them no SUVs would be back in time anywhere in the city but they could have a minivan if they wanted.

That said I thought last I looked (admittedly probably at least a decade ago) Enterprise didn't really do one-way rentals.

I really thought things would have leveled out by now but alas...
