You are not allowed to exit once you have entered the departures area, which you will have to do to re-check your bags once you cross customs in BOM. You have the option of leaving the airport but will have to do so with your bags.

One option is to rent a pre-paid taxi for a few hours. This way the car & driver will be with you as long as you want & you can leave the luggage in the car.
