Actually the calls during peak hours for Diamonds are operated by a specific group of people, yes you get routed to them by the caller id identifying you on file. One of my best friends is married to the manager of that specific group (call center).
If you are overseas, and call the regular Delta number (internationally) it doesn't route you automatically, even if you are calling from that phone. You have to enter your Skymiles number to get into it. But if you have the number from the back of your DM card, and call that it recognizes your number, and it is a different number than any that is published publicly.
As for my knowledge on this, yes it could be wrong, it's not in writing. However, I asked they put me on hold to ask, and replied. So I doubt that a call center supervisor would blatantly lie about it. Also Delta is rewarding on spend, right? Why give someone that pays $100,000 on tickets to get to 2mm the same perks as someone that spends $400,000? It makes logical sense from the way Delta operates. Even before MQM came around, go back to 2004, I earned 50% more miles towards status back then flying F and those all counted towards my MM status.
I will call my friend tonight and have him ask his spouse.
