For Royal Laurel Class, BR blocks off Rows 1 and Row 8 from advance seat selection, but one might be able to select those rows by calling the NA office? Is that true?

I am flying BR on SIN-TPE-LAX in a few weeks and booked my tickets a month ago. At that time, only window seats in the last row of the second cabin were available for the longer TPE-LAX leg. I am hoping to get a window seat in the first cabin.

Not quite sure about Row 8, but Row 1 is now always blocked for assignment at the airport. From my interactions with staff it seems like these usually go to higher status members in the BR loyalty program, as well as sometimes "higher-ranked" non-revs such as off-duty pilots.
