For what it is worth, my GE card, I am on my third one, has the photo from the very first time that I applied for and was approved for Global Entry. They do not take a new picture each time that the card is issued.
I am on my third card as well. My passport is 18 months old and is the picture is fairly accurate.

We'll be travelling internationally next year. Hopefully, the GE mobile app will be functional everywhere by then.
