The entire premise of the question is wrong, and I suspect that may be why you were given a bad answer. By drawing attention to the ticket type, you are inviting an answer that corresponds to the properties of the ticket itself.
If you have Skyteam Elite Plus status,
it does not matter what ticket type you have (as long as it is for travel on Skyteam-member airlines) and you get the usual, complete set of Skyteam Elite Plus status benefits, including:
- lounge access (as long as there is a same-day international flight in the ticket
- 1 baggage item over and above whatever allowance may be included as part of the ticket
Their close partner in DL harshly limits benefits for basic economy tickets, so thinking their sister airline might do the same is not beyond the realm of possibility.
Appreciate the details for KLM, as it seems like Economy Light is the best option then
