You must have been very, very unlucky.
The crew normally ask all of the choices first around the cabin, filling out their little seat map grid, then at the bottom of each box they circle for bronze, silver, gold and GGL, look at what they have or don't have enough of in the galley, and then come back to passengers who have to choose again. If there is still a problem then I believe they can go as far as looking at each individual's CIV score to decide who gets the e.g. main course they want.
Not saying it hasn't happened to you, but I just can't remember an occasion where I didn't see it done like this.
