Was booking two different (not connecting) KLM flights, one IAD-AMS, and the other AMS-BHD.

I reached out to KLM to confirm if they had made any changes recently to SkyTeam Elite Plus benefits in Economy Light, and was told:

• IAD-AMS: I would not get checked bag, lounge access etc.
• AMS-BHD: I would get checked bag, lounge access etc., and would also happen for one companion who's also on an Eco Light fare

Is actually KLM's new policy, or was the agent just confused? It feels odd that the perks would happen for a European flight, but not a transatlantic. I'm using Delta GM if it matters. Any recent data points would be super helpful!
