I don't know exactly when they do open, but it's well before 11.
Interesting, Back in Mid-Aug when I was in YVR at 10:50 AM they told me the SS was not open until 11 AM. I stand corrected then.

On my visits to the YVR SS, I agree that the staff seem to junior and mostly clueless. There's a manger-type who seems to prod them from time to time but service can be spotty if you seat further away from the bar for some reason.
When I was at the YYZ SS a couple of times the "Manager" would come over during the meal, ask if everything was OK and if I wanted another drink, Both times I requested a drink and both times the "Manager" I presume promptly forgot and never bought my drink order. My experience with the regular staff at both YYZ and YVR has been stellar thus far. Been to SS at YYZ five times and YVR twice this year.
