In WAS particularly it can (violently) swing from "We'll practically pay you to move a car from IAD or DCA to Union Station for us" to "We'll cut you a sweet deal to one-way a car from Union Station to one of he airports" to "No One-Ways involving Union Station, period."

(Union Station sucks as a Hertz location -- both employee courtesy and average vehicle condition -- but having an apartment in DC one Metro stop away from US and not having a reason to keep a car in the city makes them worth dealing with if I'm "there" and need to get somewhere outside of the District... Though the past few I've just sucked it up and gone to DCA to pick up a car)
Is there any predictability to it these days? There used to be a $9.99 special that laid out specific days when it applied so I could plan around it, but that went away years ago.
