EU 261 won't apply for airport problems not under AC's control, and YYZ is notorious for incompetent management and operations - but that should be enough time if you move quickly through the airport. Priority is now based on a quasi "trusted traveler" program which includes GE and Nexus in the same approval, but I can't remember if those lanes are available in the transfer area.
