No one here can give you a definitive answer at this time and neither will the customer facing representatives have an answer. Maybe some info in a couple of weeks. There are many that will want to travel as soon as possible but UA will not resume until they feel it is safe.
UA has raised the possible of extending the waiver in its financial reports, but it is required to do that, if it is at all possible.
