According to ExpertFlyer, UA does not have an interline baggage agreement with Scoot (TR). I suspect this is accurate, as one of the ways LCCs cut costs Is by eschewing interline agreements. Your friend would not be able ot check the luggage through even if UA were willing to waive their policy about checking through to non-*A airlines.
