I have done UA/SQ interline baggage transfer before, but I understand Scoot is not the same as SQ.
If not interline agreement, then my friend has to pick up the luggage, enter HKG, recheck the bags at Scoot counter, then go through HK immigration to exit HK to take the flight.
Any information will be greatly appreciated.

I don't have specific experience with Scoot, but since they are not a Star Alliance member of any kind (Regular or Connecting), I would not count on being able to check a bag through.
Even if it is possible, or has been done before, there is a significant chance that your friend will run into trouble with an inexperience or uncooperative desk agent. Not worth the risk.
