Terms of the contract usually state that you are charged whatever rate is in effect when the rental begins. In cases where the contract rate has been renegotiated between booking and the rental commencing, they've always had the right to re-price those. They usually haven't. Hertz did almost the same thing to a whole lot of people last year, and flat out cancelled some of the contracts so they were repriced at walk up rates.
