Bottom line: DL has yet to clarify whether award flights will earn MQDs starting 1/1/24. Given the wholesale changes, I wouldn't advise assuming either way. In the meantime, I've already switched two 2023 trips from paid to award tickets to to burn miles just in case.
DL announced that we will earn MQD for award flights on partners (issued by DL). Part of recent announcement.
