Sounds like a ridiculous waste of money, was lucky enough to visit Siem Reap in March before this switch. Hardly looked like it was capacity-constrained, easy tarmac road at $10/car each way.
The backroom decisions are complex but likely involve Chinese investment freeing up in-city land ripe for redevelopment.
