The number received shouldn't matter that much for the first people to have submitted though given their turnaround range suggested a first-come-first-served approach more rather than the anticipation of batch processing much later. It definitely takes longer to serve a line of 100,000 people than a line of 10,000 people, but serving the first ten people in each line should be more or less the same.
The issue seems to be that B6 is (mostly) serving people as they arrive with the intent of not letting people get in line anymore starting 10/31 whereas AS is (seemingly) creating a giant queue to work through after the 4-week period ends on 10/31.
Whatever it is, AS has chosen its processes, and we can either live with them and not complain, or live with them and complain. And there's always the possibility that the Speaker Of The House Of Status Matches was booted, and there's a stalemate.
