It does appear to be from the real bank. Which is even more ridiculous.
I've attempted to call the Barclays new accounts desk. You can't reach it. Main IVR wants your credit card number. When you tell it you don't have one, it routes you to "applications," which is picked up by someone who says "that's not my area, I'll transfer you over," which then results in the main IVR. All over again.
