I read the rules as " You must depart AND arrive at times different from the original flight. Your post suggests that your arrival time into to Ottawa was the same as the original flight. If that's so then I don't think they owe compensation.

Your departure times meets the requirements but you say your arrival time was not more than 2 hours of your original flight so doesn't meet that aspect for compensation. They both have to be present to get monies.
