That’s a case of perceived risk assessment v real risk assessment. If one was to consider that a terrorist is just another name for a murderer then in the US (for example) there are many more armed/murder suspects unaccounted for than Belgium and statistically a higher chance of becoming a victim. We saw the same after the 7/7 bombings in London where people were frightened to go into London despite the risk of becoming a victim being unbelievably small.

Having said that, it’s an individual decision so if the OPs (friends) have decided that the risk is too high for them, then that’s absolutely fine for them not to go. If BA will assist in refunding/rebooking then great but (IMO) this should be a bonus rather than an expectation and if they don’t then that’s down to the individuals rather than BA.
